The Arizona school opening the doors to higher education for the children of migrant workers

Southwest Junior High School, a public secondary school in San Luis, Arizona, USA, is opening access to higher education for nearly 100% of its students, the children of migrant workers with little or no access to financial aid. Through an early college-preparation model that introduces mentoring, guidance, and college-level learning as early as elementary school, the school is setting up students in under-resourced communities to study further and pursue careers that once felt out of reach. Situated close to the US-Mexico border and serving a diverse population of informal labour households, San Luis is a town where almost all learners come from disadvantaged backgrounds and need funding support, meaning exposure to higher education is often delayed, leaving them with few viable prospects after high school.

Driven by the belief that where you grow up should not determine your future and that education is the key to social mobility, the school designed its Early College Preparation Program, a small, teacher-led tutoring initiative and has evolved into a structured, district-wide system. Starting as an after-school tutoring group in 2007, the model has now scaled into a coordinated system where students are recognised at an early age and recruited into the program, which offers tailored tutoring and ACT preparation.

The model works by embedding advanced learning opportunities across the student’s full educational journey. Students are introduced to enriched mathematics and academic support in elementary school, with tutoring sessions, Saturday programmes, and early preparation for standardised testing. By the time they reach junior high, they are comfortable and familiar with higher-level work and the demands and expectations around it.

Through partnerships with Arizona Western College, students are able to take college-level classes directly on campus. Teachers are supported and trained to become adjunct lecturers, capable of providing advanced teaching of complex subject matter while still playing a personal support role as trusted advisors for learners. By approaching the learning environment this way, it becomes less intimidating and much more accessible.

Aside from the advanced content, what makes the model successful is its focus on access and the ecosystem that surrounds it. Students are supported academically, socially, and practically, with reduced course costs and on-site delivery, which breaks down financial and logistical barriers. For many students, this is their first exposure to a college environment, and the structure inspires them to look beyond their circumstances and see what is possible.

Since the start of the programme, 450 students have graduated with STEM degrees. In terms of ACT scores, students are performing well above the average, with 30% perfect scores on state tests, compared to 15 across an entire district, and 90% of students achieve proficient or highly proficient scores. In the context of their circumstances, where there is a 60% poverty level, 80% are achieving high school success. In 2003 , it was considered the lowest-performing school in the county; now it is ranked number one academically in the district.

Teachers often return to the school after graduating from institutions like MIT are valued because of the power of the programme and the impact it has had on their lives.

Through its commitment to helping every child succeed, Southwest Junior High’s learning model and cultural ethos offer a different kind of learning that expands possibilities and helps students see their higher learning true potential.
